The primary objectives of phase 2 (2025-2026) are:

Measurement: To incorporate the feedback from an Expert Working Group and developer partners into a revised PCF methodology.  

Data: To harmonise carbon calculation methodologies across offshore wind assets and promote the provision of supplier-specific data.

Decarbonisation: To investigate the various mechanisms available to incentivise the use of green steel in the offshore wind industry and associated deployment barriers. 
 

Workstream 1: Measurement

To refine the offshore wind industry product carbon footprint methodology to align with the latest industry best practices and developments. 
 

Workstream 2: Data    

To improve carbon emission data and monitoring practices by addressing common challenges with developers and suppliers in data gathering. A supplier guidance annex has been added to the carbon footprint methodology.

Additionally, a shared ambition statement has been developed in collaboration with the SUSJIP partners. This is a shared, non-binding ambition designed to provide key suppliers with a clear and consistent signal on developers’ expectations. It sets out the minimum expectations for 2028, and the outcomes developers would like suppliers to work towards from 2030 onwards, with the longer-term ambition of enabling supplier carbon data to be used to inform procurement decisions and drive decarbonisation across the supply chain.

Workstream 3: Decarbonisation

The Steel Decarbonisation Pathway sets out a path for increasing the use of lower emission steel in offshore wind projects while reducing the overall embodied carbon across the wider supply chain.
