The Carbon Trust’s Offshore Wind Accelerator (OWA), on behalf of its offshore wind developer partners, is seeking proposals for a new project to support the development of a coordinated industry approach to strengthening the resilience of operational offshore wind farms against security threats.
The WindSec project will address the changing security threat landscape for offshore wind, including risks associated with heightened geopolitical uncertainty, malicious acts, sabotage, espionage, hostile reconnaissance, disruption, and threats to strategically important offshore infrastructure in areas such as the North Sea and Baltic Sea.
The main objectives of this project are:
- Recommended baseline systems requirements for physical security needed for all windfarms - as a minimum (Europe/UK).
- Define boundaries between developers and authorities, including the budget that needs to be allocated to tackle security.
- Identify existing offshore wind farm assets and systems that could be used or adapted to support threat monitoring.
- Creation of emergency response protocols related to incidents, reporting and escalation –communication protocols between developers and authorities/stakeholders.
The expected benefits of this work are to reduce the risk of sabotage, espionage, production loss and reputational damage; maintain security of energy supply; improve cooperation between industry, government and defence; support more consistent baseline security arrangements; and help the offshore wind sector respond proportionately to emerging security risks.
