Stage 3 - ORJIP

Launched in 2026, Stage 3 aims to convene stakeholders to conduct research into the impact of offshore wind on the marine environment over the whole project life cycle, to reduce environmental risk and cost for offshore wind developments and improve environmental outcomes.

Stage 3 overview

The Offshore Renewables Joint Industry Programme (ORJIP) for Offshore Wind is a collaborative, industry led initiative that brings together developers, regulators, statutory nature conservation bodies, academics and other stakeholders to address the key environmental challenges facing offshore wind in the UK and globally.

ORJIP Stage 3’s objective is to convene stakeholders to conduct research into the impact of offshore wind on the marine environment over the whole project life cycle, to reduce environmental risk and cost for offshore wind developments. During Stage 3, ORJIP will prioritise research that accelerates reduction in environmental risk and costs to offshore wind developments, while improving environmental outcomes.  

ORJIP Stage 3 builds on the strong foundations of earlier Stages 1 and 2. Projects in Stage 3 are selected where joint industry collaboration adds clear value, where evidence gaps are creating uncertainty or disproportionate cost, and where research can deliver impact at pace for developers, regulators and advisors.

ORJIP Stage 3 will prioritise:

  • Research that will be easily translated into practical guidance, tools and evidence to support proportionate, evidence-based, environmental assessment and decision making about offshore wind developments.  
  • Topics where shared data, expertise and alignment across industry and regulators are essential.
  • Research that has clear applicability to upcoming offshore wind developments and leasing rounds.

ORJIP is managed by the Carbon Trust, with funding and technical input provided by the ORJIP partners: Ocean Winds, Ørsted, RWE Offshore Wind, Crown Estate Scotland, Scottish Government, and The Crown Estate, with additional technical support from the ORJIP Advisory Network.
