Frances has over ten years' experience working in the field of low carbon energy and environment in the UK, Europe and worldwide. She has managed low carbon energy projects across Europe and internationally. Her previous roles included providing strategy, policy, capacity building and stakeholder engagement support to cities and national governments.
At the Carbon Trust Frances works in the Cities and Regions team, supporting cities and public sector bodies to transition to a low carbon economy. This includes projects focusing on decentralised energy, heat networks, energy efficiency in buildings, and energy and carbon management.
Frances previously worked on EU energy efficiency policy and strategy at the Buildings Performance Institute Europe, and on low carbon technologies, with a focus on heat pumps, at the UK Energy Saving Trust. Prior to this, she also worked at Ofgem (the UK Office for Gas and Electricity Markets) and the Department for Environment, Food and Rural Affairs (DEFRA).
