Strengthening capacities for energy efficiency in buildings in Latin America (CEELA) - Phase 1 tender

Tender for the provision of services related to the conduct of a study of existing governance models, policies, strategies, regulation, national and local directives to promote sustainable construction in Colombia, Ecuador, Mexico and Peru.

The project 'Strengthening Capacities for Energy Efficiency in Buildings in Latin America – CEELA' is funded by the Swiss Government Agency SDC and implemented by the consortium consisting of EBP, Carbon Trust and Efizity. Its main themes are the efficient construction and thermal comfort in new constructions of four countries: Mexico, Peru, Colombia and Ecuador, with a focus on warm climatic zones (dry and wet).

The overall objective of the CEELA project is to reduce CO2 emissions in Latin America's building sector and improve the thermal comfort and quality of life of occupants, particularly the most vulnerable and economically disadvantaged population, thanks to improved buildings. All these through three main outcomes:  demonstrative projects of new pilot buildings and implemented in each country; training and communication; regulatory framework at national and local level.

Carbon Trust is leading the component of the regulatory framework for energy efficiency in buildings. Within this component, specific services are required from consulting firms or interested associations. The specific objectives of these services are:

  • Development of a study of policies, strategies, regulation, national and local directives that exist in Colombia, Ecuador, Mexico and Peru, related to commercial and residential building, new and existing.
  • Analysis of governance models in this topic in each of the countries mentioned. 
  • Analysis of economic instruments (tax or other incentives or disincentives to incorporate environmental costs and benefits into household or business budgets) existing in each country participating in the CEELA project.
