About the programme
Funded by Welsh Government, the Welsh Government Energy Service has been helping public sector organisations and community groups transition to Net Zero since 2018. The programme ensures the public sector has the funding and technical, commercial and procurement advice to drive change, be it by making buildings more energy efficient or advancing renewable energy projects on the ground.

The role and reach
The Energy Service helps public sector organisations and community groups to harness Wales’s natural resources and retrofit for the future. It provides technical, commercial, procurement and funding advice to projects through each stage:

Every organisation has different energy needs and opportunities, all of which contribute to Wales’s Net Zero ambitions. The public sector and community enterprises are supported in different ways:
Building energy systems
Technical, commercial and procurement support is given to help develop the business case and secure finance for large-scale energy efficiency and renewable projects across the public estate. The Energy Service supports public bodies and community groups from the project concept stage through to completion.

Renewable energy
The Energy Service’s support for large scale renewable energy projects across Wales extends from initial project identification, through all development stages to implementation and operation, helping to harness the country’s natural resources for the benefit of local communities.

Transport
The Energy Service works with public bodies across Wales to help them adopt zero emission vehicle fleets. By offering funding for electric vehicles as well as advice on charging infrastructure, the Energy Service helps organisations across Wales transition to zero emission travel.

Public sector reporting
A Net Zero reporting dashboard makes public sector carbon emissions data in Wales clear and accessible. It visualises annual submissions from public bodies, showing progress on emissions reduction and other Net Zero metrics.
