The public sector shapes the places people live, work and travel through. It runs the buildings where healthcare is delivered and education takes place. Through procurement and planning, public bodies influence far more than their own operations. They shape local economies, housing, transport and the long-term resilience of the places they govern.
The majority of UK public bodies have set Net Zero targets. Translating those commitments into costed delivery plans and investable pipelines remains the defining challenge. Constrained budgets and competing service pressures make progress difficult even where ambition is strong.
The Carbon Trust has worked with around 60% of UK public bodies over 25 years, from NHS trusts and universities to local authorities and central government. We support organisations to decarbonise their own estates and operations, and help local and regional authorities coordinate action across entire cities, counties and regions.
Ambition has never been the barrier. Public sector organisations are navigating enormous competing pressures. What's needed is practical, implementation-focused support that turns strategies into investable delivery plans, and demonstrates the full social, economic, and environmental value of doing so.
