Offshore wind is scaling fast with larger turbines, newer technologies and growth in emerging markets. However, against this positive backdrop, insurance could hamper offshore wind growth if risks aren’t correctly understood and managed early. In response to growing industry calls for greater collaboration between developers and insurers, the Carbon Trust convened a roundtable in March 2026 focused on the key insurance-related bottlenecks and potential solutions to overcome these and accelerate progress.

Building on the momentum of the Carbon Trust’s March 2026 offshore wind insurance roundtable, which brought together leading voices from across insurance, developers, and industry bodies to tackle critical barriers to sector growth, we will shortly publish a new whitepaper that sets out a clear pathway forward.
Drawing on insights from this important discussion, where challenges such as data sharing, risk allocation, and the need for deeper cross-sector collaboration were brought into sharp focus, the paper will combine expert perspectives, including a key contribution from Global Underwater Hub, developers, and offshore wind insurers, with a comprehensive assessment of risks both above and below the waterline. The paper will highlight where collaboration is already delivering impact, identify what more is needed to unlock progress, and demonstrate the Carbon Trust’s expertise in convening industry to de-risk innovation and accelerate deployment.
