Chris Stephens

Chris has 20 years’ experience of supporting decarbonisation efforts that drive prosperity in the energy and land use sectors, primarily focusing on emerging markets and developing economies. He has a breadth of experience working with governments, financial institutions, industry and philanthropy on how to elevate ambition and accelerate the transition both to address the climate crisis and, fundamentally, to help create a better future.

Chris is the Carbon Trust's Director for Impact Initiatives, and is responsible for growing our portfolio of impactful programmes that drive system-level decarbonisation across our priority sectors and regions. This is done by leveraging our technical capabilities and the strategic insight gained from our advisory work to set up collaborative initiatives that catalyse sustainability actions that deliver what people really care about, be that jobs, health, security, growth or a competitive edge.

Prior to moving into this role in July 2025, Chris oversaw the Carbon Trust’s activities across Asia and Africa, overseeing the work led by our offices in Singapore and Johannesburg, and Beijing, prior to its closure.

Before joining the Carbon Trust in 2015, Chris lived in Jakarta where he helped establish and manage the Global Green Growth Institute (GGGI)'s Indonesia programme. Prior to this he directed international parliamentary commissions on global environmental challenges (GLOBE International) and developed a risk analysis tool and rating methodology for emission reduction projects in developing countries (IDEAcarbon).

Chris holds a first class Master's degree in Engineering Science from the University of Oxford.
